If you want to amend an existing library challenge (e.g., pre-upload a boilerplate for a selected tech stack), navigate to the challenge overview and click "Duplicate":
This will open a page for creating a new challenge with most fields pre-populated (except the name - choose the one that will later help you locate the challenge in the lib).
Behind the scenes a new template repository will be created, so feel free to change it the way you want, as future updates to the seed library challenges won't affect it.
